KONFERENCJA FINAŁOWA PROJEKTU „INTEGRATED LARGE SPORT FACILITIES PROTECTION SYSTEM SUPPORTING THE CBRN SECURITY OF MASS EVENTS – SAFE STADIUM” W ŁODZI
W dniu 21 maja 2024 r. w odbyła się konferencja podsumowująca działania w ramach międzynarodowego projektu pn. „SAFE STADIUM – zintegrowany system ochrony dużych obiektów sportowych przed zagrożeniami CBRNE podczas imprez masowych” współfinansowanego z Programu Komisji Europejskiej Fundusz Bezpieczeństwa Wewnętrznego (Internal Security Fund Police). W wydarzeniu udział wzięło ponad 150 uczestników reprezentujących różne międzynarodowe instytucje, m.in. przedstawiciele Komisji Europejskiej, instytucji badawczych, przedstawiciele obiektów sportowych, specjaliści i eksperci z zakresu bezpieczeństwa, a także delegacje wielu służb mundurowych z krajów UE. Komendę Stołeczną Policji w Warszawie reprezentowali przedstawiciele Samodzielnego Pododdziału Kontrterrorystycznego Policji, Laboratorium Kryminalistycznego, Komend Rejonowych Policji oraz Zespołu Funduszy Pomocowych.
Podczas konferencji swoje przemówienie wygłosili m.in. Wiktor Wojtas – przedstawiciel Wydziału ds. Zwalczania Terroryzmu Dyrekcji Generalnej ds. Migracjii Spraw Wewnętrznych Komisji Europejskiej, Valerio de Divitiis – przedstawiciel Biura ONZ ds. Zwalczania Terroryzmu, a także John Hageman – przedstawiciel Generalnego Sekretariatu INTERPOLU. Jako goście i obserwatorzy w konferencji uczestniczyli również przedstawiciele władz miasta i parlamentarzyści, m. in. Adam Wieczorek – Wiceprezydent miasta Lódź oraz Dariusz JOŃSKI – poseł na sejm RP, a także reprezentanci polskiej Policji, m.in. insp. Robert Żółkiewski – Dyrektor Gabinetu Komendanta Głównego Policji, insp. Jarosław Rybka – I Zastępca Komendanta Wojewódzkiego Policji w Łodzi oraz insp. Dariusz Dziurka – Komendant Miejski Policji w Łodzi. Odbyły się także panele dyskusyjne z udziałem koordynatora i partnerów projektu, podczas których omawiane były głównie efekty osiągnięte podczas pracy przy projekcie, bezpieczeństwa obiektów sportowych, ale także projektów pokrewnych, związanych z bezpieczeństwem miejsc, w których odbywają się imprezy masowe.
Konsorcjum projektowe, na czele z liderem – Uniwersytetem Łódzkim, miało za zadanie opracowanie i wdrożenie procedur, ale przede wszystkim poszerzenie i zacieśnienie współpracy pomiędzy praktykami a teoretykami z różnych instytucji w celu poprawy bezpieczeństwa obiektów sportowych poprzez zastosowanie kompleksowego systemu środków zaradczych i ochronnych (uwzględniających możliwość wystąpienia zagrożenia przy użyciu różnych rodzajów broni, nie tylko broni białej, ale również broni biologicznej i chemicznej), a także skompilowanego współdziałania służb porządku publicznego z służbami ochrony obiektów sportowych. Efektami tej współpracy jest wdrożenie specjalnego systemu opartego na szczegółowych procedurach, udostępnienie platformy e-learningowej, opracowanie profesjonalnych broszur i ulotek oraz przewodnika. Zorganizowane zostały także wielkoskalowe ćwiczenia w Polsce i w Hiszpanii, podczas których przeprowadzono symulację ataku terrorystycznego, co pozwoliło sprawdzić przygotowane procedury bezpieczeństwa w terenie, znaleźć w nich słabe punkty, które wymagają poprawy i doskonalenia, aby w przyszłości unikać sytuacji kryzysowych w czasie akcji ratunkowych.
Projekt „SAFE STADIUM” spotkał się z niezwykle entuzjastycznym przyjęciem i zdobył uznanie nie tylko wśród przedstawicieli Komisji Europejskiej czy służb zajmujących się bezpieczeństwem, ale przede wszystkim przedstawicieli służb ochrony obiektów sportowych, co zaowocowało wdrożeniem wypracowanych procedur na stałe.

On May 21st, 2024, was held a conference summarizing activities under the international project entitled "Integrated large sport facilities protection system supporting the CBRN security of mass events – SAFE STADIUM", co-financed by the Internal Security Fund Police (Program of the European Commission). The event was attended by over 150 participants representing various international institutions, including: representatives of the European Commission, research institutions, representatives of sports facilities, specialists and experts in the field of security, as well as law enforcement service delegations from EU countries. The Warsaw Metropolitan Police Headquarters was represented by the Counter-Terrorism Police Unit, the Forensic Laboratory, District Police Units and the European Funds Unit.
During the conference, speeches were given by, among others: Wiktor Wojtas – representative of the Counter-Terrorism department of the Directorate-General for Migration and Home Affairs of the European Commission, Valerio de Divitiis – representative of the UN Office of Counter-Terrorism, and John Hageman – representative of the INTERPOL General Secretariat. Representatives of the city authorities and parliamentarians also participated in the conference as guests and observers, including: Adam Wieczorek - Vice-President of the city of Łódź and Dariusz JOŃSKI - Member of the Parliament of the Republic of Poland, as well as representatives of the Polish Police, including: col Robert Żółkiewski – Director of the Office of the Chief Commander of the National Police, col Jarosław Rybka – 1st Deputy Commander of the Provincial Police in Łódź and col Dariusz Dziurka – Commander of the Municipal Police in Łódź. There were also discussion panels with the participation of the coordinator and project partners, during which the effects achieved during work on the project, the safety of sports facilities, but also related projects related to the safety of places where mass events took place were discussed.
The project consortium, headed by the leader - the University of Łódź, was intended to develop and implement procedures, but above all to expand and tighten cooperation between practitioners and theoreticians from various institutions in order to improve the safety of sports facilities through the use of a comprehensive system of remedial and protective measures (taking into account the possibility of occurrence of threats using various types of weapons, not only white weapons, but also biological and chemical weapons), as well as compiled cooperation of public order services with sports facility security. The effects of this cooperation include the implementation of a special system based on detailed procedures, the provision of an e-learning platform, the development of professional brochures, leaflets and a guide. Large-scale exercises were also organized in Poland and Spain, during which a terrorist attack was simulated, which made it possible to check the prepared security procedures in the field and find weak points in them that require improvement and development in order to avoid crisis situations during rescue operations in the future.
The "SAFE STADIUM" project met with an extremely enthusiastic reception and gained recognition not only among representatives of the European Commission and security services, but above all representatives of sports facility security services, which resulted in the permanent implementation of the developed procedures.
